Established in 2020 amid the COVID-19 pandemic, the PIMD is dedicated to strengthening the fundamental building blocks of local and municipal organizations in African countries. PIMD specializes in delivering high-quality and tailored training programs to meet the specific needs of local and municipal governments focused on good governance practice, executive leadership development, transparency & accountability, civic engagement & participatory democracy, decentralization, and digital transformation.
Our Board and Executive Leadership team brings over seventy (70) years of combined expertise from various U.S. government agencies and international development organizations and expertise on improving service delivery and fostering responsiveness of local governments, fostering leadership development and a culture of innovation, and enhancing citizen engagement and participatory democracy.
Local and municipal governance in African countries face several significant challenges that hinder effective service delivery, sustainable development, and democratic governance. These challenges include but are not limited to capacity deficiencies in leadership and governance issues, lack of effective citizen engagement and participation, outdated infrastructure and service delivery gaps, and most importantly, resource constraints, which hinder their ability to implement and sustain development projects, maintain infrastructure, and provide essential services to their populations. Addressing these issues requires a concerted effort to build institutional capacity, enhance leadership, improve resource management, and foster greater citizen involvement in local governance. Effective solutions must be tailored to the specific needs of each municipality while promoting transparency, accountability, and sustainable development practices.
PIMD was established in Washington, DC in the height of the pandemic to support sustainable municipal development in African countries.
PIMD Inaugural Board of Directors was created, at its helm, Excellency Omar Arouna, Former Ambassador of the Republic of Benin to the United States
PIMD launched its inaugural Good Governance Executive Leadership (GGEL) and welcomed 20 Mayors and Senior government leaders from Senegal to Washington, DC for a 10-day peer-to-peer and practical training on good governance practice.
During the U.S. Africa Summit hosted by the Biden-Harris Administration, PIMD was invited to join a breakout session to share its model for capacity building at the local level.
PIMD implemented its first program on the African continent with the Good Governance Practice Program (GGPP) in Guinea-Bissau, in partnership with the U.S. Embassy in Senegal.
In June 2023, PIMD joined Yale University and Mujeres por Africa for its Strategic Leadership Impact designed for senior African women leaders. The YALE-PIMD co-designed simulation exercise titled “How to Tackle Critical Challenges” uses case studies and real-life scenarios to stimulate critical thinking.
